دی اکانومسٹ انٹیلی جنس یونٹ اور ورلڈ چائلڈ ہڈ فاؤنڈیشن کی آؤٹ آف دی شیڈو نامی رپورٹ کے مطابق انڈیکس میں شامل 40 ممالک دنیا کے 70 فیصد بچوں کی نمائندگی کرتے ہیں۔
ایک مقامی این۔جی۔او کی رپورٹ کے مطابق پاکستان میں روزانہ اوسطا 12بچوں سے جنسی زیادتی ہونے لگی ہے جبکہ بچوں پر تشدد کے واقعات میں بھی اضافہ ہورہا ہے۔
اس سال کے پہلے 6 ماہ میں 2 ہزار سے زائد بچوں کو جنسی تشدد کا نشانہ بنایا گیا اس سال میں اب تک 2200 سے زائد بچے جنسی تشدد کا شکار ہوئے جن میں 1200 سے زائد بچیاں اور 1000 سے زائد بچے شامل ہیں۔
رپورٹ کے مطابق جنسی تشددکے واقعات میں 715 بچوں کی عمریں 11 سے 15 سال جبکہ 401 واقعات میں 6 سے 10 سال تک کی عمر کے بچے شامل ہیں۔
واضح رہے کہ یہ وہ واقعات ہیں جو پولیس میں رپورٹ ہوئے ہیں ہمارے معاشرتی کلچر کی وجہ سے اصل اعداد شمار کا اندازہ لگانا تقریباً ناممکن ہے بہت سے لوگ تو بدنامی اور با اثر افراد کے خوف کی وجہ سے پولیس کے پاس جاتے ہی نہیں ہیں۔
ہمارے ہاں بچوں اور انکے والدین کی آگاہی کے لیے حکومتی سطح پر کوئی کام نہیں کیا گیا اور اگر این جی آوز کام کرتی بھی ہیں تو انکو شدید مزاحمت کا سامنا کرنا پڑتا ہے۔
اگر اسکولوں کی سطح پر پروگرام بنایا بھی جائے تو اسکے خاطر خواہ نتائج ملنا مشکل ہیں کیونکہ پاکستان میں تقریباً 22.8 ملین بچے اسکول ہی نہیں جاتے۔
چائلڈ لیبر اور آبادی میں تیزی سے اضافہ بھی اس کی بڑی وجہ ہے۔
اس حوالے سے میری کچھ تجاویز پیش خدمت ہیں۔
والدین اور بچوں میں اس حوالے سے آگاہی پیدا کی جائے اس سلسلے میں الیکٹرونک اور پرنٹ میڈیا اہم کردار ادا کر سکتے ہیں آج کل بچے ٹی وی کے بجائے یوٹیوب پر ویڈیوز ذیادہ شوق سے دیکھتے ہیں اس لیے ایسی ویڈیو بنائی جائیں جو دلچسپ طریقے سے بچوں کو آگاہی دیں سکیں۔
پولیس اور تھانے کے نظام کو بہتر بنایا جائے اور پولیس کے محکمے میں ہر قسم کی مداخلت کو ختم کیا جائے تفتیش کے نظام کو بہتر بنایا جائے اور ایسے کیسس کی نگرانی کے لیے الگ سے ایک پولیس قانون دانوں پر مشتمل بورڈ تشکیل دیا جائے۔
عدالتوں میں ایسے کیسس کو ترجیحی بنیادوں پر سنا جائے اور مجرموں کو جلد از جلد کے کیفرے کردار تک پہچایا جائے۔
ایسے مجرموں کو دیجانے والی سزائوں کی ذیادہ سے ذیادہ تشہیر کی جائے تاکہ باقیوں کو عبرت حاصل ہو سکے۔

No work has been done at the government level for the awareness of children and their parents and even if NGOs work, they face severe resistance.
Even if the program is made at the school level, it is difficult to get sufficient results because about 22.8 million children do not go to school in Pakistan.
Child labor and rapid population growth are also major reasons for this.
Here are some of my suggestions in this regard.
Electronic and print media can play an important role in creating awareness among parents and children in this regard. Nowadays, children watch videos on YouTube more eagerly than on TV, so make videos that are interesting to children. Can inform.
The police and police station system should be improved and all interference in the police department should be removed, the investigation system should be improved and a separate board of police lawyers should be formed to monitor such cases.
Such cases should be heard on priority basis in the courts and criminals should be brought to justice as soon as possible.
The punishments given to such criminals should be widely publicized so that others can learn a lesson.
